PDL's and Delaware

Do the majority of PDL's use Delaware as their physical address because from what I read, Delaware doesn't have a limit on the amount of fees a borrower could be charged? Correct me if I'm wrong.

They do seem to flock to a certain Mailboxes Etc. in Wilmington!
They do seem to flock to a certain Mailboxes Etc. in Wilmington! I am sure that your reasoning is correct! They also like Kansas and Reno Nevada! Collection Agencies seem to prefer Buffalo NY and Jacksonville FL for similar reasons!
