Texas follows the CSO model which allows the payday lenders to operate legally even without a license. But the CSOs must register themselves with the Secretary of State's office. You may look up their names in the following CSO link.

I don't know why they would tell you that you CAN'T close your account? Ummmmmmm, yes you can, it's your account not theirs! All you need to do is work out a payment plan with them via the mail AFTER you close the account. Go to the bank and place a hard debit block on your account until you can get your finances under control, then you will need to contact these lenders and explain that your finances is out of control and you need to work out a payment plan with them via the mail with money orders.

You need to go into the bank and speak directly with the branch
You need to go into the bank and speak directly with the branch manager. Explain your situation and maybe she can get some of the charges removed, plus you really need to contact these lender (not the illegal one) and make payment arrangements via the mail with money orders.

No, close your account before you do anything, then contact the legal lenders and tell them there has been some fraudulent activity on your account which forced you to close it.
