Offshore lender/General Agreement treaty with US

(Hi, I'm having computer problem and wasn't sure if this made it)
I live in Oregon. I have a $500 loan with AdvanceMeToday in Costa Rica and have paid $600 in fees. Wrote them to say they are violating Oregon law and their response is below.
Are they correct?
Also, are tribal lenders and offshore lenders exempt from Oregon law?
I have loans with MobilLoans ($500), a tribal lender; Bottom Dollar (tribal?) for $400; OneClickCash, $300); and Insight Capital ($250).
Do you know their status in Oregon? I could not find licenses on the state website.
I close my bank account Wednesday. All of these payments were to hit last night. Am I liable for return charges these companies may have incurred? I wanted to close the account before notifying them. E-mailed Bottom Dollar and AdvanceMeToday yesterday, too late to stop automatic withdrawal.

Please be aware that this is a St. Vincent company, St Vincent and the United States are both parties to the General Agreement on Trade in Services, a treaty which specifically permits companies in one country to make consumer loans to citizens of the other.
Under the treaty, we are only obligated to follow the federal laws of the United States. We are not required to obtain state licenses and individual state laws do not apply since the federal laws adopting this treaty supersede any state's laws on the subject.
If there is anything else we may do for you do not hesitate to contact us again.
