If you REALLY have no other options (even a cash advance off a credit card is better than a pdl in terms of interest) and live in a state where pdl's are legal, use a storefront place. At least you know they have to obey your state's laws and you'll be able to find them if something goes wrong.

Every single one of them will put you right back into the never-ending cycle of borrowing, repaying, borrowing again, repaying, borrowing again....see a pattern here?
There are NO good PDL companies - not one. If you have a bad Teletrack record, that's why you can't get approved. And unfortunately (or perhaps fortunately, in most cases), you'll find it's almost impossible to clear that Teletrack record. It won't affect you getting credit in the future, as it's not a credit bureau - it's only used by PDL companies and some rent-to-own retailers. Not being able to get approval for a PDL can be a GOOD THING for you - take this opportunity to find another way to make the cash you need.

Actually sue, it is pretty easy to clear your teletrack. All that you have to do is to pay your outstanding loan. Once paid, the reporting merchant will switch your Charge Off to a Paid Charge Off. If this has not been switched, contact the reporting merchant
If the OP should need to borrow from a PDL, go to a storefront lender in your area. If you are in a decent sized town (more than 8-10,000 people) and there are no storefront lenders, you do not need the loan as they are not legal in your state. If you do borrow, only borrow what you can pay back and have a plan to pay back BEFORE you walk in to borrow and stick with your plan.
