"All State" - PDL tactic?

Do any PDLs (I'm guessing probably the illegal kind) use the name All State and threaten legal action?
I've gotten a few nasty voicemails now and am getting a little nervous. Not to mention sick with pinkeye. Maybe I should go shake their hand?

I haven't heard of them before, but it's probably a "collection" agency just saying names. I know that some of them don't want to use their real company name, and will use other names to try to hide behind.

Notice the word "legit". The most illegal ones won't mail you squat. However, some illegal ones will. Go figure. This does not sound like a pdl name. It's probably a collection agency. What are they saying when they call? Are they stating they are trying to collect a debt? What are they leaving messages about?
