How do I get this man to stop calling me? I have told him, I have argued with him, I have contacted the police, I have hung up on him
File a complaint with the FTC and your Attorney General's office
File a complaint with the FTC and your Attorney General's office, google them both, you can do this online.
The chances are this is an illegal lender, therefore, I would simply hang up and not say anything at all to them, the more you argue with them the more you feed the fire. Just stay calm and hang up, they will soon tire of talking to thin air.

I sent them out a "Do not Contact Me" letter registered mail today. It stated they could not call me or my family and friends. I filed a complaint with the FTC. We also filed police reports with our local police department.
I just cannot believe how horrible these people are. The caller ID states CPS out of California.
When I originally asked them to send me a copy of the loan documents they refused.
Then they started asking me questions like "what kind of car do you drive" and accused me of being a thief and a liar. I recorded that conversation. They also threatened to contact my neighbors to tell them that I owed money, which I don't! They told me to send them the money via Western Union which I refused to do. One day they called my house 18 times and when the answering machine picked up they hung up and called again. It's just too much and I don't even owe them money.

It is a Cease & Desist letter for the record :wink:
Also the Original Creditor does not have to abide by the C&D letter it only applies to third party collectors. There a specific clauses and stipulations in the FDCPA that may help you though. Try speaking with someonein the consumer protection department with your states's Department of Financial Institutions. Maybe you can get the specific limitations on what a OC are allowed to do and not to do.
