Has anyone a link or a copy of NY state statutes or laws regarding payday loans that do not require a check (payroll or otherwise) as collateral? In other words, Internet loans.

I have been wading through NY banking regulations and giving Google a general migraine all day today and cannot find a single thing! :confused:
