Illegal payday loans

How do you find out which payday loans are illegal in the state of IL? Also if I have paid off an illegal pay day loan am I entiled to a refund for the extra payments? And if so how do I go about getting my refund?

If a lender is illegal in IL, you need to pay off the principle amount but not the interest and other charges. But if you have already paid the interest charges, it is not possible to get the money back from the payday loan company.
