Question about International Lending Law and State Lending Laws

I have a question for you all. If you took out a Internet loan from a company that is located in St. Vincent and on their website, it specifically states that all aspects of the loan takes place outside of the Unites States and that it is deemed to have taken place in St. Vincent regardless of where you viewed the site if that is a real disclaimer or if they are still bound by the States lending law where you were when you took out the loan or if this is considered an international loan as they state.
I was told that they have successfully sued in the United States and won. I am still waiting to see the case records but was wondering if this is true.
Do States lending laws supercede International Lending law when it comes to payday lenders?
If not, why and if so why?
