3rd party collection laws

I have been getting a lot of nasty emails from "Gerald Smith" at Westbury Ventures. I have seen all the posts on this site about this company, and they are obviously a pain to deal with.
In the last email he sent, he stated that he did not legally have to send me debt validation because:
"3rd party collection laws don’t apply to us we are the company that you borrowed from"
I didn't borrow money from Westbury (they are collecting on behalf of Arrowhead). My question is, if 3rd party collection laws don't apply to a company like this, how can they legally collect? I already contacted the KY Office of Financial Institutions and I know that they are not licensed in this state.

They are trying to say they are the original creditor. But there are state laws that cover collecting that they would have to follow anyways.
But - They are going to tell you any law doesn't apply to them. They are liars and will say anything to scare some money out of you.
