Pay Day Loan help

I have a payday loan that is from Manchester, England. Is it legal for them to lend to me in California? I e-mailed the company requesting their "License Number" so I may cross-check with the Department of Corporations. I have yet to hear anything back. I have several PDL's (7 to be exact) that I NEVER intended to build up. But I found myself drowing in service fees. I contacted an attorney to try and help, but he's moving slow, and the next pay day is coming up. I lose apporximately half my pay check a month in service fees to these companies. Any help would be greatly appreciated.
