Castle payday question

i know castle payday is tribal and illegal. However, are they illegal in Michigan? i noticed they're from here in Michigan where i live. would them being in the same state as me be any different than any of the other tribal lenders? Are they licensed to even loan outside their reservation if the applicant is in the same state? Just curious as to the laws if the lender is in the same state.
yes
even if the tribe is located in the same state the same rules apply.nothing done outside of the reservation is legal,or enforcable.
