Can I send another Cease and Desist letters to pdls?

Can I send another "Cease and Desist" letters to my pdls, and if so, will I be flooded with even more harassing calls from them? I have them with a debt management plan (hopefully, that company is paying my pdls, but I'll have to make sure of that tomorrow), and I have sent cease and desist letters to the pdls twice before, but they just keep calling anyways. Do these pdls ever give up?

FYI, Pdls are not bound by the fdcpa laws on cease and desist communication. It works only on collection agencies. However, if you get some decent company, they might honor your request, but with no legal obligations.
