Question about two payday loan companies

Sadly last year out of desperation during a very difficult time I took out two payday loans. Now, I have been paying on the for a year, paid well over my borrowed amount and have even done a complete payoff on them. However, they still say I owe money, and continue to pull money out of my account. So, I am going a drastic route and closing my bank account and sending a letter similar to the one outlined to send on this forum.
However, before I do this I have a quick question, the two lenders were PDLNOW and National Payday. I know PDLNOW is not a licensed lender in the states so I have no problem shutting them off. However, I can not find whether National Payday is a licensed lender. They will not give me a straight answer. They seemed to be based in Costa Rica according to their website (nationalpayday.com). If their a legal company, I will bring my attorney into this matter, as I have paid them, have all my receipts and bank statements from paying, but yet they still say I owe. But, if their another illegal then they too are getting cut off.

You're right, they are not licensed to lend anywhere. They will try to tell you that you must follow their laws because you signed a loan contract, as we know, that is all bull crap. If your account is still opened, I would close it because they will start debiting your account over and over again, plus they will sell or share your personal account information with other online illegal lenders. Both of the lenders mentioned above go by several different names, and they will use those names to withdraw money from your account, these are the names I am aware of so far:
