Filing a complaint with the FTC is a real good move! You can even file a complaint against them with your State Attorney General. As far as stopping the phone calls is concerned, speak to your attorney and he or she will assist you in this matter.

Unfortunately, I've had no success with the NJ officials. (I live in NJ too). Should you talk to this person again, get an address to mail them what you owe. I would send them a money order for what you owe with a letter stating pdls are illegal in NJ and that you are paying back the principal only. Send it certified mail RRR. (I assume you have address since you sent C&D letter). If you don't have address, send another e-mail stating you need the address.
After that ignore all calls. Doesn't matter where they are, what treaty they are talking about. Bottom line is payday loans are illegal in NJ.
I would let their calls go to voice mail and then ignore. If you pick up and it's them, simply hang up. They'll get tired of it. And should they say they're going to file papers, get you arrested, etc. - those are idle threats. Ignore, ignore, ignore
Even though they are violating regulations, they are pdls and don't care.
