Payday Loan Help

I was wondering if someone could answer my questions.
I have two pdl's out. One is with Payday Loans of America d/b/a Online Advance in the amount of $400 (they are located in Delaware). I just made a payment to this one in the amount of $100. The other pdl is with Cash Advance Network in the amount of $200 (not sure where they are located as I can't find their address). I currently have paid $250 on it, but they are still saying that I owe $180 more.
My questions are:
Are either of these companies legal or licensed in NC?
Do these companies have to be licensed in NC to give pay day loans?
Aren't pay day loans illegal in NC? If so, does that include pay day loans done over the internet?
How do I know if these companies are CSO's or Pay Day Lenders?
Finally - What exactly should I do if the companies aren't legal?
