Confused about the CC'ing of the email to the PDL's.

Regarding the suggested email letter/template to the payday loan companies that informs them it's illegal and demanding to only pay back principal etc. ....
....I was confused about the "CC". Since I'm writing the BBB and also the NY State Attorney Generals Office and the FTC----that CC isn't filed as an "official" complaint, is it? In other words, I'm just CC'ing them that email? If so...
...When I go online looking for those addresses, I only see a way to file an online complaint, not just a direct address to CC. So, I need a direct email for the cc and then ALSO file online complaint, right?
If they are two separate things, the nature of the official complaint is they are demanding more than principal, and they are illegal, correct (and add on any harrassment if there has been such?).
Also, I'm in NY State/NYC, so if you have the direct email CC (if that's the case) appreciated.

There is no need to cc the complaints you filed with the FTC, AG
There is no need to cc the complaints you filed with the FTC, AGs office and the BBB to the illegal PDLs. You need to inform them that PDLs are prohibited in NY and so you have canceled the ACH authorizations and you're willing to settle for the principle amount borrowed. It is very difficult to find the email addresses of the Payday Lenders because they do not mention it in their website. So you may send the letter at their physical address.
