Are you asking about any particular PDL? Also, what State do you live in, sometimes it depends on whether the PDL (overseas or domestic) is licensed in your State as to whether it's legal or not.

ok here is what i found out.. if there over seas there not state regulated there regualted by the fed government... so what that means is they don't have to be lic in your state.. it all depends on the country and the tready they have with our fed gov... so watch out guys if there out of the country you will need to pay them back without looking for an excuse on why you can't

I think you're confused. The FTC only gets involved when these lenders use illegal tactics to try collecting defaulted loans. That is a violation of the FDCPA, which is federal law. They have nothing to do with regulating the loan terms, licenses, etc.
