Illegal PDLs and CAs

Well, it appears that some are forwarding my accounts to collection agencies. Paycheck today has notified ARM of FL to collect. I have debated back and forth through email with them (paycheck today) that since they are unlicensed to lend in a us state, that makes them illegal in TN.
My question is, what letter do I send CAs who are trying to collect on illegal debts? I have continuously asked these PDLs to send me a copy of their license and licensing state but they will not (because they're not licensed!).
There is even the issue of whether the CA is licensed to collect in TN. Despite lack pdl laws, the collection laws appear a little better. The CA must be licensed in TN to do collect in our state.
Any suggestions from someone that's been through this?

I just wrote a letter for someone and posted it in the forum somewhere, it was the same situation. I post an awful lot so it may take some time to find it. Basically, send them a debt validation request, and in the letter state that you are not admitting to any alleged debts, rather, you are writing because they are calling you and have not sent you a dunning letter yet (have they?). There is a list of things (per the FDCPA) to request they send you. Also include that you are timing them, keeping a record of all communication, etc. Let them know you are prepared to file complaints against them for violations of the FDCPA if they fail to comply with the law.
