If pdl's are illegal or not licsenced in most states are we obligated to pay them back anything at all?

Morally you should payback the principal.

owner is right,also alot of AG'S feel that way as well.don't know how your AG in MI will respond to the complaints you file danni,but my AG in IL would respond as owner did.
