Payday Lenders Prohibited in DC

I live in Washington, DC and have 4 payday loans from 4 different lenders.
1. Spot On Loans: Original amount loaned $500; Current bal $578.50; Monthly payments $205
2. CashCall (Westernsky): Original amount loaned (est) $2500; Monthly payments $294.46
3. Ameriloan: Original amount loaned $800; Current bal $1040; Monthly payments $240
4. United Cash Loan: Original amount loaned $500; Current bal $500; Monthly payments $120.00
Are these legal in my state?

Payday loans are not legal in
Payday loans are not legal in Washington DC. Plus, none of the lenders are legal. You only owe the principal amount. If you have already paid back the principal amount, then you're not required to make the monthly payments anymore.
Push Back from Cash Call (Western Sky)
Cash Call (Western Sky) is claiming that they are legal and will report my miss payments on my credit record. I have offered a settlement to pay the principal back but they refuse. Do I have to notify the credit companies?
