Is PDLNOW a liscensed lender, they are not located in the US, I have researched everywhere to find a physical location?

If they are not located in USA, then most likely they are not licensed to do business in the USA.
Which state? Payday lending laws would vary between the states. You can check the pdl laws of your state here.
