Ready to tackle my IPDL Debt

Good morning. I currently have 4 outstanding internet payday loans and I live in the state of Iowa
Horizon Opportunities: Borrowed $300 and have paid $540 in finance fees only
United Consumer (EZPayDay) Borrowed $200 and have paid $180 in finance fees only
Vista Group Borrowed $300 and have paid $270 in finance fees only
US Fast Cash Borrowed $300 and have only paid $90 in finance fees only.
These loans were taken out while we were struggling to make ends meet. And, then they accumulated because of the high interest fees. Me and my husband are both back to work and making good wages. We could afford to live comfortably if we didn't have these stupid fees debited from our account every other week.
I contacted my bank last week and they were able to open a new account and my current account will have a hard block placed on it this week. I'm waiting for one more outstanding check to clear, then I can procced with the block. It's my understanding from the bank that the block will happen immediately after I contact them.
Once that is done, hopefully by Wednesday, I plan to email each of them the revoke ACH letter and wage assignment and garnishment letters.
I do intend to pay them each the remaining principle that I owe which is:
$20 for EZ Pay Day
$30 for Vista Group
$210 for US Fast Cash
I just want to make sure I'm doing this correctly and that these are illilegal in the state of Iowa. Its my understanding that they are. Can anyone out there confirm?
I've paid so much to Horizon and sent them an email last week begging them to work with me. They did, but they are asking for another $130 before my account is closed. I don't feel that I need to pay them anymore than I have.
Does anyone have any experience working with these companies? I would also welcome any extra advice. These companies are due to pull out more finance fees this Friday and I need everything in place before then.

You should immediately contact with Iowa Division of Banking to know whether or not pdl companies are licensed in Iowa. If not, then you are required to pay back only the borrowed amount. Ask then for the refund, since you have overpaid them. Close your bank account asap to stop unauthorized withdrawal.
