PDL or CA - who should I contact?

If my original PDL has sold my account to a CA or law office, but I have recently determined that the internet PDL was NOT licensed to provide me with a PDL in my state (SC), who should I communicate with? The original PDL or with the CA? I want to inform them that they operated illegally within my state, and therefore I am only obligated to repay my principal balance, not all of these exorbitant interest charges and late fees, etc, etc, etc.....:confused:

Should I send my letter to both companies? I am dealing with Discountadvances (who are located in St. Lucia) and the collection agency they have sent me to is Powell Law Office, out of Colorado....
