Would you send money to the company before getting the loan? In addition, within an a lawyer office threatening arrest because of this company. Does this sound like a scam?

yes anyone who threatens arrest for a pdl is a scam,and needs to be reported not paid.specifically to the FTC and your AG asap.do that and ignore future calls.
