Ohio Payday laws

I was on the Attorney General's website. It had the following on there:

Short-Term Lender Law (2008) (Payday Lending Law)
ORC 1321.35
Limits payday loans to 28% annual percentage rate, prohibits unfair debt collection and requires Internet lenders to have an Ohio location.

Does this mean they need a license in Ohio or a store? If anyone has any additional laws that I am missing,please let me know.


I sent an email to both Payday -loan-yes and Zip19. I withdrew my ACH debits and wage assignments. My HR dept got this from Zip 19 on 3/24. I sent the letter after talking to my Hr dept. My work didn't know if they were required to process the wage assignment. I called today and was told that Zip19 sent a fax cancelling the wage assignment. I am thrilled that worked! Neither one replied to my email. Payday-loan-yes has been turned over to a collection agency, NCW. He refused to send me anything in the mail. He was very rude and called me at work. Claimed I would go to jail for passing a bad check. Also, they had someone call claiming they were going to serve me papers at work or home. When I called the number that showed up on caller id it was disconnected. I haven't heard from them since. Do I need to send something to the collection agency?

Also, I have loans with Thinkcash,Payday one and Cashnetusa. Can I assume these are legal?
