Small Consumer Loans?

I live in IL & just read that there is now something called "small consumer loans" as an alternative to PDLs & at a much lower interest rate. Part of the IL regulations that were recently passed (at least that's what I read).
Anybody know anything about these?
I know this is a "get out of debt" forum, but many of us get payday loans as a last resort & often for bare necissities - like paying the rent or being able to feed our kids. These loans seemed more reasonable as far as the interest rate goes - I wonder if there's a catch or they are just as bad as PDLs.

You can obviously take out small consumer loans if you want to.
You can obviously take out small consumer loans if you want to. But personally speaking, I don't think it is a good idea. It is not a good sign that you have to take out a small consumer loans to pay your rent. This shows that you have not been able to manage your finances well.
