Sovereign Rule with lenders

Not sure if this the right place to write this, but could not find a way to post to forum other than this.
Have a PDL with My Next Paycheck. Loan was for $400 and have already paid $480 back to them. Sent a letter (got format here) stating I was not paying anymore and got this response from Gene (does not sound like a Tribal name).
We are under sovereign rule and because we are not in your state or a store front they do not apply.
To keep this simple. You also have had out 5 loans in the past.
You borrowed 400.00
Owe $555.00
We will settle for 2 payments of the $150.00 on 2/20 and 3/20.
I will be happy to work with you to resolve this.
After monday if nothing is set up with a card for the 2 payments date above I will forward out the account to the 3rd party and credit bureau.

What are my next steps?
I also have a loan with Western Sky (yes, I know -- stupid, stupid, stupid), which now gets paid to Cash Call. I have read many times on here that after paying back principal, I should not pay any more. How can this be and has anyone on here done this successfully?
I borrowed their magic amount of $2525 and have paid back a total of $2650.14. I should not pay anymore? How do we justify not paying any interest? I know 139.13% is way out of bounds, but should there be any interest paid or just the principal? I appreciate any and all advice as I try to get my self out of this situation. Thanks.
Don't fall for it.
It is all a scam, he is not going to report you to anyone. If you have already paid the principal, then don't pay another cent. What does he mean by you have 5 loans in the past? Does he mean you have loaned 5 times before and paid them off? As far as justifying the not paying interest, it seems you already did as did I on most of my loans. I paid back all principal and the way I figured it, they took plenty of interest on other loans from me but I cannot justify giving them any extra money, my family has to come first. They are a multi-million dollar company that take advantage of people daily, I am just a single person that is about to loose his house and mind. I cannot afford the extra interest. If I know it was going to be something normal, I wouldn't mind paying the interest. But borrowing $300 to end up paying over $1400 after interest is ridiculous.

Out to the credit bureau both accounts for you and your wifes account will be moved.
You borrowed when you needed it and then reasons not to pay.They will be in touch.
Who will be in touch? The Credit Bureau doesn't contact people? What do you think????? Thanks for any help.

total BS.that treaty only goes as far as tribal boundaries.it means nothing outside of that.they mean bt they will be i touch is bottomfeeding slime that will threaten everything,but be able to do none of it.file AG,AND FTC complaints and know they will lie out of their ass.
