TEXAS - Can someone show me in writing where it says PDL are illegal in Texas?

I called Texas Attorney General's Office, and they directed me to Consumer Complaints Hotline. I asked about illegal payday lenders, and he said there was no such thing in Texas. He said that they were only illegal if they had an office residing in the State of Texas and were not registered as a CSO.
So...with that said, can someone please clear this up with me? I am literally scared that I have acted incorrectly.
