Thecashspot.com Licensed in Delaware.Legal in Ca?

I recently took out a loan with thecashspot.com, who are licensed out of Delaware, under the name of American Consumer Credit, LLC. I live in California, and am wondering if they are legal in CA? On their front page, it lists the states that they are not allowed to lend to, and amongst them is a few states, as well as Sacremento, CA...? I am confused with that. I also looked under the CA licensing authorities, and could not find their names. What does this mean for me and the charges that I have paid?

I recieved the loan online for $400.
So far, I have paid a total of $150(renewal fees only)
I still owe $400, in counting..

that's nice in theory,but this place and others like them are predicated on ignoring requests to payoff.to the one who says read the contract.if the place is unlicensed,and therefore illegal the contract isn't worth spit.
