The Cash Store - A CSO in Wisconsin? Please Help!

I have a question regarding The Cash Store in Wisconsin. I have a $1500 loan and have since paid $2640 and was hoping to get an extended payment plan to pay off the loan and be done with it. I was under the impression that The Cash Store operated as a CSO, but I’m not finding any information in regards to The Cash Store being a CSO in Wisconsin. On their website it says that in Texas they operate as a CSO.
I ask, because I’ve been trying to work out some sort of payment arrangement with the store front where my interest will freeze and I can just pay off the loan with an extended payment plan. But the store front keeps telling me is that I don’t want to have my loan default and that I can refinance to lower my payments. But the refinance amount is still high and I’ll still be paying on it forever.
The lady at the store front also said that before I even really default I will have had to miss at least a couple more payments and more interest will be tacked on to my balance.
I called Cottonwood Financial and they said there was nothing they could do until I defaulted on my loan. I called them before my last payment was returned so I have not talked to them since I missed a payment. Should I call them again and try to work something out with them? I’m not sure what to do; the store front is pressuring me and making me feel as if refinance is the only option.
Thanks

Other than that, if they are refusing to work with you and get you on to a payment plan without defaulting I don't think you have any other option.
