Payday loans sold to Collection Agency

I have Payday loans with Think Cash and Payday One, they both have been sold to a collection agency. Think Cash was sold to Praxis Financial Services, they did send me a letter reguarding the debt. I owe about $1000, they will not work with me about payment arrangments. I can only afford about $100 a month,they want it paid in 4 months. They are threating to go to my employer for wage garnishment. Can they just go straight to my employer for garnishment or do they have to go through the court system?
Also, the loan I had with Payday One was given to IAG. He refused to send me any information. And won't work with me to make reasonable payment arraigements either.
I haven't heard from him since. He told me they would charge me with writing a bad check. Should I send cease and desist letters to them? Should I just start sending payments that I can afford and see what happens?
