Help with American Credit Line/Deluxe Cash Club?

I have what I assumed was a payday loan through American Credit Line.com ($400), though it appears it may be a "credit line" installment loan based on the wording of the statement they sent me. I was hoping to work out terms with them but before I contact them, I was hoping to track down their license information. They have a Houston, Texas address, but are not listed in the state's database under any name. They apparently used to be called Deluxe Cash Club and the email address they directed me to is @fastmoney911...

I live in RI, which requires internet lender be licensed in at least one state, but I can't seem to track this company down as being licensed at all.
