Payday Loan Collections

I had a payday loan from Paradise Cash Advance in 2009 that after I stopped the ACH I finally got the chance to pay the debt off. I was getting calls at work and before the agreement to pay off I told them to stop calling my work. They said they wee not in the US therefore the laws do not apply to them. I wanted to honor my debt. The collections department (supposedly) took two payments by my debit card and they would never send me a PIF. Now I am getting collections calls on this debt. Paradise was an offshore company and the interest rate made the debt illegal. Paradise said the law does not apply to them, and I in good faith paid it off. If the collection agencies are in the US does that make the debt legal? I don't have a paid in full letter even though I repeatedly requested it. I have a bank ledger that shows the payments and amounts. And I called Paradise, which is now efunds. I am scared. Can they come after me?

I hereby demand you cease and desist contact with me, my family and/or my friends in regards to account #______________, original creditor_______________. You are collecting an unlicenced lender that is headquartered offshore of the USA and it in violation of my state laws.
I have paid as much as I am going to pay.
