SpotLoan legal in Ohio??

I have researched and have not found a license for the state of Ohio, they say it doesn't matter since it isn't a payday loan but an installment loan. I have paid back all principal to them plus additional $77, I know I won't ever see that over payment. Just making sure I am correct that I do not owe them even though they say they are a legal.
