My bank refuses to close my account as long as I have ACH payments set up, or to stop payment on ACH transfers. I have 11 outstanding payday loans.

Stop payment requests cannot be issued within Old National Banking on any type of electronic transaction (including, but not limited to, Old National check card transactions, automatic debit payments and other ACH payments).

I am 1117 dollars overdrawn NOW, and it is just going to get worse.

Help me please.

ACH revocation is Federal Law - REG E, which is part of the FDIC! Go to your bank and talk to a branch manger not a teller, BRANCH MANAGER only. Give copies of your ACH revocation. Get the manager's name. If the bank allows and ACH to go thru, they must recover the funds and must not charge you any NSF fees.

The problem here is you are asking for the wrong thing. You need to send the ACH revocations to all PDL's and then give a copy to your bank. "Stop payment" is a different function to ACH revocation. Did you follow the full instructions listed in my signature line?? Once you have properly done an ACH revocation, if the PDL puts one thru it is considered fraudulent, in violation of Federal Law.
