Can I close my bank account?

First, I live in PA and have payday loans that are killing me! I live in PA and I was wondering if I can close my bank account to stop them from taking all of my money? Also, when I went on here to look up the state laws it says that payday loans are prohibited in PA. Was it illegal for them to give me a payday loan and should I report it to the info listed below?

Pennsylvania Payday Loan Laws

State Legal Status
Lending of payday loan is prohibited in the State of Pennsylvania. Check Cashing Licensing Act of 1998 prohibits check cashers from making payday loans. Otherwise consumer discount company act is applicable.

Interest rate cap on small loans
$9.50 per $100 per annum discount or 24% per annum

Closing your account is the only way to get control of your life. You need also to contact your payroll dept. and get them to issue a live check. Also send any PDLs a wage assignment revocation letter and give a copy to your payroll dept. Wage assignments are voluntary and can be revoked.
Up until recently Pa accepted the laws of the lending state as enforceable but that was subject to change. Hopefully someone with knowledge in this area will be along soon to clear that up.

I have payday loans in PA. I am trying to settle them on my own.

The first two I believe are legal
1. Check n Go Online $550 (I got this loan when I lived in Ohio)
2. Elastic.com $500

I have contacted both of those and they both told me there is no EPP available to me. They each told me to have payment arrangements made I would need to let the loans default by missing a payment and then their collections departments would try to make payment arrangements with me.

The other two i believe may be illegal in PA
3. Ameriloan.com $195
4. Mycashnow.com $400

I will be sending them letters stating they are illegal in PA and that I closed my bank accounts and they are not to contact me.......and so on.

So have I taken the right course of action here? What will happen with the two which are illegal, how will I pay them? Any help suggestions, words of encouragement would be appreciated.

There is no longer any such thing as a "legal" payday lender in PA. As of February the PA Dept of Banking changed its position on internet based payday loans. Previously the Dept of Banking allowed these loans if the lender was licensed in any state. However, in July 2008 the Dept issued an interpretive letter which reversed that position with an effective date of February 2009. This was subsequently challenged in court by a payday lender, and in July 2009 the Commonwealth Court ruled in favor of the Dept of Banking. So, if you lived in PA as of February and were issued a payday loan over the Internet, that loan is illegal. Contact the lender and tell them that. They already know this, they are just hoping you don't. They will probably try to tell you that the laws of some other state apply, but that is nonsense. I suggest you pay back only the principal, and do so on your terms. If you do elect to pay them, do so with a money order. No credit cards. No debit cards, and certainly no checks, as then they will have your account info again. If you've been making payments, add them up and if they equal or exceed the principal, tell them you're done.
