internet pdlender

Greetings everyone:
I have a loan from Upfront Payday and I do owe a balance. They are registered in Utah. I am in DC and the payday laws are more checking cashing based than PDL, thus making internet lending illegal. How will this work. I told Upfront they will only receive the principal payment because in order to lend money to district residents, you are required to have a money lenders license and I do not see that they do, in DC?
