PNC BANK and Hard Debit Block

Hi All,
I am trying to find out some information for a friend who banks at what used to be Nat City and is now PNC. She has been trying to get someone to put a hard debit block on her account and they refuse. Has anyone had any luck with PNC in getting this done? She has no other way to stop her online loans from going thru as PNC said that all they can do is let them come through and she will have to pay the NSF. They said even closing the account would do no good as ACH's will reopen it. I did not have this problem when I went thru this, Nat City was helpful but these people are being jerks to her now.

i honestly did not have luck when i had PNC. i lost a thousand dollars to NSF fees plus they paid the illegal lenders that i already overpaid on!
back than i had no idea what my rights are.. but now i know that any ach can be revoked and it is illegal for them to allow them to keep coming in. i was given speeches about how banks work, blah blah. perhaps trying corporate and maybe even the fraud department would help?
