Utah Fees and how much should be charged.

I was wondering if someone could help me figure out how much can be legally charged fee wise on 2 online PDL's I have out.
One to Cash Net USA was for $500 originally
One to Cash Direct Express for $400 originally
I am already in the process of dealing with the fact the Cash Direct Express is not legal in the state of Utah., just trying to figure out how much I should pay them back.,
As for Cash Net USA. I have paid them I believe close to $400 in roll over fees. I contacted them to try to negotiate a payment plan and they cannot offer me something I can afford so I wanted to start sending them Money orders, but I do not want to over pay them.
