A google search for CCS & Associates doesn't pull up any collection agencies with that name, but they could exist. If they will not give you proof of the debt you shouldn't respond to them.
Legally, in any state, if they have been assigned the debt by CashNet, you do owe money, the Statute of Limitations hasn't expired, and you don't pay or work out a settlement, then they can take you to court and sue you for the money under breach of contract. In addition, giving you a summons number is not proper procedure for notifying you and they should know that. If you are sued then you should be served according to the law in Texas, and given an opportunity to respond to the summons. If you want more specific information, then I suggest you talk to a lawyer either in person or go to www.lawguru.com and get help for free from one of their licensed Texas Lawyers.
