Are they are Online PDL because as per my knowledge discountadvances.com is a On-line Pdl. So 1st of all you need to find out whether they are legitimated to work in your state or not because most of them or not.

You are correct, it's definitely BS. Don't give CPD any of your personal information, discountadvances is NOT licensed to lend ANYwhere. CPD needs to send you a dunning letter (letter of collection) through the mail, that is a federal law (FDCPA), if they refuse to do so then tell them you can't possibly strike a deal over the phone or per email because that would be a violations of your rights. Also, do NOT accept a letter of collection via email either, the law states USPS! Let them threaten all they want because there isn't a damn thing they can do to you unless they send a letter of collection through the mail, and even then you have some recourses.
