Receiving phone calls from CAC Financial that is how the caller ID shows up. When I called them back they tell me they are not CAC Financial that they are attorneys and are going to file check fraud theft by deception charges against me and that I can go to jail for 10 years over a pay day loan from 3 years ago. The will not tell me the original amount but tell me I owe then $2600.00 and that they want a substantial amount up front to not file charges against me. I've asked for information in writing, they tell me that they do not have to tell me the original amount. The bank account that they tell me the pay day loan was from is no longer my bank but I just recently closed the account because I moved. Why is this the first I am hearing about this if, as they say, it is from 3 years ago? What are my options, can they file suit against me and have me arrested and sent to jail.

No one can arrest you and put you in jail for debt. That's illegal in the US. Check fraud is a crime that does allow imprisonment, but unless you sent them checks knowing you didn't have the money to cover them, then you're fine.
It sounds to me like they are trying to scam you. You shouldn't trust anyone who won't verify the debt in writing. You can try and send them a request for verification if you want, but otherwise I'd suggest ignoring them.
