Current IL laws

Can someone help with current IL laws on payday loans? Every time I think I've found something current online, it is from 2005, and I'm unsure if what I'm reading is correct.
I've had a loan out for a few months now and have paid down the principle significantly each month. However, this month I'm in a real bind and the inserest & principle is due on the 1st. I can't pay everything so lender says I can pay interest payment & refinance principle.
What I'm reading online however states I can request an interest free repayment plan at this point because my loan is over 35 days old. Lender says I can't do that.
Are they lying to me or is this correct because the laws have changed since 2005?
