Read and review the Wisconsin payday loan laws below:
paydayloaninfo.org/stateinfo/WI.asp

An Internet payday lenders must be licensed to lend in your state if they solicited you, otherwise, they are perfectly legal as long as they are licensed somewhere in the U.S., therefore, you would need to follow the payday loan laws of the state the online lender is licensed in.

I need to do some research on some of the lenders you have and will return when possible with more information for you, but first, I need more information on your lenders. Please provide whether they are store front or Internet lenders, and I also need to know their FULL names.

Loan Shack is licensed to lend in S.D., therefore you will need to follow the laws of S.D., that is at the link below:
http://www.paydayloaninfo.org/stateinfo/SD.asp

Their address is below:

Cash Central is licensed to lend in NV, as well as a few other states, so you need to re-read your contract to find out where you obtained the loan.

As per the Purpose Cash Advance site, they are licensed in Mississippi, Missouri, South dakota, Utah and Wisconsin.

I can't find a license for Integrity in Delaware. I would need to check the licensee data base for the other states for Purpose Cash, and I will do that now.

so from the looks of it i am going to have to repay them. i tried to call and set up an arrangement, to no avail. they offered to extend them out, but that is it. so if i go to default, which i am willing to do, then negotiate with the collectors? do i close my account now?

The only lender I see who may not be a licensed/legal lender is Purpose Cash, and I am not 100% positive about that one, they may very well be licensed somewhere, I am just not sure where. My advice would be to research them on this site to see what you can come up with before making that determination.
