Payday loan cycle

I am in the vicious cycle. I have 7 payday loans. I live in Alabama and I have USAA bank which does not have local branches. I tried to do a block on all ACH withdrawls but they said that they can't do that and I have to do them individually and pay a 29.00 fee for each. I also faxed and email them the following letter.

I, hereby revoke any and all ACH authorizations with the following companies from debiting any of my personal accounts, per Federal law, Regulation E Section 205.10 Preauthorized transfers.

I opened a new account with another bank but can't do anything until the card and checks come to change my direct deposit. So I am freaking out until the 10th when my paycheck get deposited and they try to get their payments. If any one has any other experience with USAA and knows what else I can do to ensure that they are stopped I would greatly appreciate it.
