Spotloans?

Does anyone know if Spotloans is a legal lender in Illinois. On there website it gives a Illinois address but it's a PO BOX. but on the bottom of the website it reads, Spotloan℠ is a brand owned by BlueChip Financial, a tribally-owned entity organized under and governed by the laws of the Turtle Mountain Band of Chippewa Indians of North Dakota, a federally recognized Indian Tribe. BlueChip is located on and operates within the Tribe’s reservation. I searched the Licensees data base but no results.
