Does anyone know if you have to sign something to do the Hard Debit Block, or is it just a botton that the branch manager pushes??? I just tried to use my other debit card for a second account, and it posted on the bank account, then went away. ??? IDK what that is supposed to mean though. I never signed anything with that bank account, so I don't know why it would have the Hard Debit Block on it.

You may need to contact the bank manager to get the things sorted. If I 'm understanding your situation correctly then you had two accounts with the bank with hard debit block on one, but it became effective on both, right?
