should this be only given to payroll in response to threat or should one send to payroll (blanket saying noone has wage assignment) just in case?


I'm not sure what you mean but I will try to explain the wage assignment process and hope it was the answer you were looking for.
All you need to do to stop a wage assignment is write and sign a letter which says "I revoke your right to any and all wage assignments I may or may not have signed with your company." Don't forget to date it, then take a copy to your payroll person.
