While browsing on the Washington State govenment web site, I came across this: (it may not paste well with all the numbering and underling)
Apparently this went into effect July 26, 2009. Just thought I'd pass it along.

this seems to be licensed brick and mortar companies
i dont believe this means a internet based company, I called a few days ago to the dept of finanace, and the lady told me they have to be licensed here in order to do business, if they are not its illegal. moneytree and others, this new law would apply to them
